Enterprise GitHub Enablement & Governance.

A leader in performance outerwear and lifestyle apparel engaged InfoMagnus for a five-day strategic and technical engagement focused on modernizing its development infrastructure. The client needed to consolidate fragmented development workflows, strengthen governance and security posture, and establish a scalable foundation for identity and access management in GitHub.

The scope encompassed four key pillars: governance and platform architecture; identity and access modernization using GitHub Enterprise Managed Users (EMU) and Microsoft Entra SSO; hands-on migration enablement for repository consolidation; and organizational strategy design for long-term DevOps modernization.

Business Challenge: Fragmentation, Governance Gaps, and Access Control.

The organization faced critical gaps across development infrastructure and identity governance: no centralized GitHub organizational model with workflows fragmented across multiple orgs; manual identity and access provisioning creating bottlenecks and security risk; inconsistent team structures and lack of governance baselines for repos and permissions; no single source of truth for repository inventory or team composition; and ad-hoc access controls increasing operational risk and compliance exposure. These challenges created friction in developer workflows, slowed onboarding cycles, and left the organization exposed to access and compliance risks.

Solution Delivered: Four-Pillar Platform Modernization.

1. Governance & Platform Architecture.

InfoMagnus designed a scalable, multi-layer GitHub organization model with clear separation of concerns. Standardized naming conventions for orgs, teams, and repositories were established, along with approval workflows, compliance baselines for CODEOWNERS, branch protections, and secrets management, and documentation and runbooks for independent team management.

2. Identity & Access Modernization.

GitHub Enterprise Managed Users (EMU) were implemented and integrated with Microsoft Entra SSO to centralize identity lifecycle management. Manual access provisioning was replaced with SSO-driven group provisioning, enabling automatic team membership and license assignment, and streamlining offboarding through automated access revocation.

3. Migration Enablement.

Hands-on enablement sessions were conducted with development and DevOps teams on GitHub CLI and Enterprise Importer tooling. A complete repository inventory was built and a phased migration plan with rollback procedures was created, including mannequin user attribution to preserve commit history integrity during bulk imports.

4. Organizational & Automation Strategy.

Future-state team and repository structures were designed aligned with the organization’s business units. IssueOps and GitHub Actions automation patterns were introduced to streamline deployments, code reviews, and environment management, along with templated workflows and SOPs to reduce toil and improve developer experience.
